NATO has developed a system of collective defense to defend itself in response to any attack by an outside party. NATO is headquartered in Brussels, Belgium, while Allied Command is headquartered in Mons, Belgium.
The North Atlantic Council (NAC) is the body that has effective governance and authority over decisions consisting of high-level representatives or permanent representatives of the member states (heads of state or Government, foreign or defense ministers).
The NAC meets at least once a week and makes major decisions on NATO policies. The meetings of the North Atlantic Council are chaired by the Secretary-General, and when decisions have to be made, action is agreed upon on the basis of consensus and general agreement.
