The ATS was set up in Maharashtra in 1990, when Aftab Ahmed Khan, the Additional Commissioner of Mumbai Police, was impressed by the Los Angeles Police Department’s Special Weapons and Strategy (SWAT) teams dealing with modern terrorism.
